A draft of the agreement between you and rumo.
It has not been reviewed by counsel, several clauses are missing outright, and it is not in force.
Who may use rumo
You must be 18 or over
rumo is for adults.
You declare your age at signup, and there is no under-18 experience anywhere in the product — not a reduced one, not a supervised one.
An account found to belong to somebody under 18 is closed and its contributions are removed from display.
One account, one phone number
Your account is your verified phone number.
One active account per number, and that is the whole of the control that stops one person being several.
Email and social sign-in, where offered, sit on top of phone verification and never replace it.
Your name is on everything you write
rumo displays your real name on every update you post.
There is no anonymous mode, no pseudonym, and no handle.
This is not a preference and there is no setting for it.
By signing up you accept that your contributions are public and attached to your name.
What rumo is for
Stories are about places, never about private individuals
A story may be about a business or venue, a building or residential society, an institution, an organisation, a public event, or a civic and infrastructure subject — roadworks, power, water, transport.
A story may not be about a private individual, and may not be about a public figure or a celebrity.
This is enforced when you write, not afterwards: if the subject of what you are composing resolves to a person, it is refused at that moment, with the reason and a suggested reframe in the same breath.
A person may appear inside a story as somebody who did something — “the secretary”, “the site engineer”, “a resident in Tower C”.
Naming them is flagged, with a role offered in place of the name.
Declining the swap sends the update to moderation rather than blocking it, because a guard with no way past it is defeated by a misspelling and then nobody has any signal at all.

What you write stays visible as what you wrote
An update may be edited for fifteen minutes after posting.
After that it is immutable, to you and to rumo alike.
Edits are shown as edits — a story cannot be silently revised, which is the entire point of the object.
Deletion is always available to the author.
Rate limits apply per account and per story, to stop flooding.
Who owns what is written
You keep what you write. rumo claims no ownership of your updates, your photographs or your recordings, and does not sell them.
rumo does need permission to do the obvious things: to store what you post, to show it to the audience you chose, to make the copies a working service requires, and to keep the retained record described in the privacy page for as long as the law requires it.
The exact wording of that permission — its scope, its duration, whether it survives deletion and in what form — has not been drafted and has not been reviewed.
It is listed under What is still owed below rather than guessed at here, because a licence clause invented to fill a gap is the most consequential sentence a page like this can get wrong.
Where a story goes, and how it ends
Three audiences
A story is visible to your whole community, to one Circle, or to Just you — an audience of one.
A story set to Just you is kept out of every feed and every notification, and out of the calculation that decides how warm a story is.
Publishing a story that was Just you is one-way.
Before it publishes you are shown what the name guard found and asked what to do about it; after it publishes, what neighbours have read cannot be unread.
A Circle is a building
A Circle is one building, capped at 1,000 members.
You can see how many people are in it.
You cannot see who they are, and neither can anybody else — there is no member list anywhere in rumo, and that is a decision, not a missing screen.
Every contribution is still signed.
Any live member may rotate the building’s standing invite link, once in any twenty-four hours.
Nobody has the power to remove anybody else: a member leaves of their own accord, or moderation restricts the account.
Membership lapses after twelve months without confirmation, and the way back in is the same link that is in the lift.
Stories settle
A story with nothing new for fourteen days settles, and a reply from the verified subject settles it at once.
A settled story is not deleted and not hidden — it stays readable.
Endings are ordinary.
What rumo charges for
Reading is free.
Writing is free. rumo may show clearly labelled ads, with most placements arranged through advertising agencies.
Advertisers buy designated ad space but no control over any story or record.
Two product features are also paid for directly by users:
- The export — a story or a record of your own, rendered as one dated PDF with every update, every photograph, every name and time, in order. $19 one-time in the US; ₹149–199 one-time in India.
One payment for one document. - Storage — photographs and recordings are the only cost here that grows without a ceiling, so they are the one thing metered.
The price tracks a real expense.
Never sold, at any price: story placement, story ranking, removal, reputation management, or the dispute data.
What a paid notice costs, and how one is bought
There are two placements and one length.
Large takes a whole card in Home across all of rumo; Small reveals inside a story in one locality you select, and that locality is offered only when at least 50 eligible rumo members are counted in it.
Every run is exactly 30 days at the fixed price of the brand's confirmed country: ₹300 a day (₹9,000) or ₹100 a day (₹3,000) in India, $3 a day ($90) or $1 a day ($30) in the United States.
The price does not move with demand, and the country cannot be changed at checkout.
Review comes before payment, in this order.
You build the notice and send it for review.
A reviewer reads it and either approves that exact version or asks for changes, with a written reason you can read.
Only an approved version can be paid for, once, through Stripe's hosted checkout.
A notice that is refused is never charged, and changing an approved notice voids the approval and returns it for review rather than running something a reviewer did not see.
Payment is confirmed by Stripe's signed notification to rumo, not by returning to the site.
Abandoning or cancelling checkout charges nothing.
Nothing renews: a run ends after its 30 days and must be bought again.
What the export is, and what it is not
The export is a complete, dated snapshot that a human can swear to.
It carries the instant it was taken and a fixed half-page describing how the record was made: real-name phone-verified accounts, server-set timestamps, a fifteen-minute edit window and immutability after it, edits shown as edits, deletions shown as deletions, metadata stripped and media hash-scanned, and nothing written by a model except the headline where that is marked.
It is useful, not probative, and rumo states that rather than burying it. A document a platform generates about its own data does not authenticate itself in either country.
Whatever weight it carries comes from your own testimony, or from a certificate a person signs later.
Anyone who tells you a platform export proves something on its own is selling you a promise they cannot keep.
Moderation, restriction and closure
Reports go into one queue.
Action is graduated and taken in this order: no action, then a correction notice attached, then media hidden, then an update removed, then a story removed, then an account restricted, then an account closed.
Every action is logged with who took it, why, and when.
Automated systems may hold content for a human to look at.
They may not permanently remove it without a human decision — the exception being media that matches a known hash, which is removed immediately and reported as the law requires.
You may delete your account at any time from inside the app.

Liability, and the thing rumo will not pretend
rumo hosts what its users write.
In the United States, the law generally does not treat a platform as the publisher of what its users post, and moderating does not change that.
None of that reaches you. You are a named person making a specific factual claim about a named place, in public, with a timestamp.
If what you write is untrue and damaging, the consequence is yours, and rumo’s real-name design is exactly what makes you findable.
This is stated as a design fact rather than as fine print, because it is one.
rumo does not promise to defend you, and nothing on this page should be read as creating one.
The strongest protection available to somebody a story is about is the right of reply: a verified subject can post a pinned response on the story itself, and that response settles it.

Complaints, and how to escalate one
A grievance about a story, an account or a decision goes to the named grievance officer, under published clocks, with an appeal route beyond rumo.

Changes to these terms
This document is a draft and will change substantially before it binds anybody.
Once it is in force, users will be told when it changes and at least once a year of the rules and the consequences of breaking them.
What is still owed
Every item below is a gap in this page, not a summary of one.
They are listed rather than implied so that nobody reads a placeholder as a commitment.
- Refunds after a run begins. What is settled is that an unapproved or refused notice is never charged and that a cancelled checkout takes nothing.
What is not settled is whether a started 30-day run can be stopped, and on what terms money would come back.
That clause is a counsel question and is deliberately not invented here. - The licence wording. The permission you give rumo over your own words is described above in plain English and has not been drafted as a clause.
Scope, duration, sublicensing and survival after deletion are all unwritten. - The contracting entity. No company name, registered address or country of incorporation appears here, because none is settled.
- Governing law and forum. Unstated. rumo opens in two countries at once and which law governs which relationship is a counsel question, not a drafting one.
- Warranty, liability and indemnity. Absent entirely.
There is no limitation-of-liability clause on this page. - Dispute resolution. No arbitration clause, no class waiver, no small-claims carve-out.
Nothing has been decided. - Payment terms. The export and storage prices are stated; refunds, taxes, currency handling and the payment provider are not.
No payment route is wired yet. - The 18+ gate. The declaration is stored; the check that refuses an account on a false answer is not built.
- Suspension and appeal for accounts. The action ladder is specified; the notice a restricted account receives, and its route to challenge the restriction, are not written down.
- Counsel. No lawyer in either country has read this page.
